Where should be in the Philippines that is safe and best place for foreigners to live? And why?

Oh sorry! I dont mean like that, its just I didnt have any idea what to answer my friends questions so I decided I will put it in here but its my fault I didnt give enough details to describe and tell why I asked this question. Sorry guys I didnt want to offend anybody here. Can anyone tell me how to delete this question in the discussions?

I have to say that Batanes is one of the safest place to live because as far as I know there have no reported crimes there. Also they have an honesty coffee shop there where people just pay for the coffee they get and it's a self-service thing. No crews can be found there. Everything functions out of honesty. So, that's a manifestation that it's safe to live there.

Wow really! Thats great to hear because as what you can see all over the world now, its rarely to find that honesty works. But wow, I am surprise to hear that, is the shop operated by a machine or computerised, or its just really depends on human who are the customers? I am trying to find Batanes on a map, and figure out what is the native language in there or the local tongue. Wish I could go there one day!

for me staying in the metro woulsd be safe whther it be in metro maila or cebu. some of the mistakes that foreigners coming here to the philippines is to be very trustworthy. try to be more a little street smart be cautious i think you could enjoy your stay here in the philippines. but even if im here in metro manila i think cebu is better you have the urban and rural settings and cheap living

i still think cebu is the safest because we have never experienced anything dangerous here. there may be salvage reports but i think it's just nothing compared to the other reports you hear especially those about places in mindanao.

The Philippines is a safe place to live relatively speaking. Most foreigners who are here legally would know where is the safest place for them. Their embassy would know what areas are considered safe, gray and black area or absolutely not allowed areas, or go at your own risk.

there is no safe place on this part of the world, even on the most progressive country. we should always be armed with alertness when we go to places. If you are a foreigner af any land, your best weapon is knowledge, learn their culture and most specially you should have at least two local friends whom you can trust. Another thing is don't go to places where there are less foreigners, it is not safe. You should go to places where there are more foreigners it means that place is foreigner friendly. If you ask here in our country, well, I would be bias and say it is here in metro Manila, but of course we all know that all types of crooks live here, they say Cebu is a peaceful place, some say Baguio too is foreigner friendly, another one is in Subic, some says provinces and barrios are a lot nicer to foreigners.

Well, foreigners are warned not to go to the far south of Mindanao because of the current peace and order situation there. But not the whole of Mindanao is like that (Davao and Cagayan de Oro are excellent places). So I'd say anywhere in the Philippines but the southernmost part of Mindanao would be "safe" if your foreigner-friends are worried at all. If you were asking for the "best" place to live in (not necessarily the safest), it really depends on the likes and dislikes of your foreigner-friends. If they like an urban life, then Metro Manila and adjoining provinces are the place to be although Metro Cebu in Visayas is also popular. If they like being close to the nature, then Laguna, Rizal, Batangas, Palawan, Quezon, Aklan, etc. are some excellent sites. If they like cold weather, then Baguio or Tagaytay would be ideal.
