What Happen If I Did Not Mark + or - or ! ?

Dear friends, I wondering, what happen if I didn't mark + , - or !? Is it counted? Is it reduces your earning? Let's say, if in case we mark the discussion or the response / comment, we reach $0,01. Does without it makes the earning less? Or it doesn't matter you mark it or not? Then, if someone mark it, so, will I see it? In my own computer? Or It become unmark then I can mark it too?
