Is it possible to implement International Law when riding motorcycles?

example: helmets, speed limits, wearing slippers, headlight should always be turned on, etc. For me I think the law should not be implemented to all country just like speed limit, i think in the philippines it is impossible to implement that kind of law...

each country at present canc hoose - other countries can be looked at as a model. I eblieve in UK we have a law making it compulsory for everyone to wear seatbelts and everyone on motorbike to use helmet and it is strictly enforced. We have around 3000 deaths per year on the roads.In Thailand with about the same population, I believe that the law is not enforced and only the driver need wear helmet on moptorbike and 30,000 people a year die on the roads ten times as many - you can draw your own conclusions about why this law is necessary.
