Are these two sites turned up into scams?

i have joined these two sites foxcash and buxdol long time ago. In budol when i reached my minimum payout by clicking the ads religiously it increases its minimum payout to 10$ and when i am getting close to 10$ they decrease the number of ads to 2(although the current ad count shows 24 ads) and in foxcash i have joined it long time ago but due to its maintenance activities i hardly get a chance to click it regularly ,i am not very close to cash out but its quite good.now looking at their forums it seems that both of the admins are not bothered what happened to their forums and their members payments.
