How do you get moisture back in your hair to make it less dry

My 3 year old daughters hair is so dry and frizzy that I have tried everything. I saw on a website that you shampoo the hair and put some cheap conditioner on it and rinse that out and then put some good conditioner like Garnier, Aussie, Pantene and leave that conditioner in the hair and not rinse out. I have tried this and it worked the first time I did it but after that it doesn't change the hair, it still looks frizzy and dry and unkempt. What are some other things that I can try on this child's hair? It really needs moisture. I put olive oil on my hair but it didn't work on hers.

Try coconut oil. Massage in her scalp thoroughly then cover with shower cap. After some 30 minutes you can rinse off. Do it regularly till the hair shines again. I do that to my hair and my hair needs no conditional at all. It's always shiny and healthy.
