The government monitoring the internet?????

Do you think the government is monitoring what we do on the internet? the emails we sent and the websites we visits? if yes what do they do with that information? and how come they can't easily catch the scammers who steal peoples money everyday online?

I know that the governments of several countries monitor much of the internet activity they are able to monitor. As far as catching scammers I don't think that is their priority it's rather to stop real big threats to their country.
You have to know that there are probably several thousands of scams and they also need proof to stop each one which will hold in court. Spying on citizens via their internet activity is not allowed in many countries but I'm 100% sure it's being done anyhow.
