look in the ethnic section of the hair/shampoo aisle and there is this "horse shampoo." I don't know the exact name but I know it strengthens hair. You might want to see a doctor as well. she may be malnurished. maybe she needs more fruits/vegetables/proteins and a multivitamin as well.
