Why is PROP 4 on the ballot AGAIN?

Above is a summary of Proposition 4, which is basically a waiting period and parental notification before termination of a minor's pregnancy. This was on the ballot previously and it was DEFEATED.
These people in support need to remember that not everybody has a wonderful loving family. Some girls might be beaten to death if their parents are notified, or the girls might seek a back-alley type of abortion to prevent the waiting and notification process. I feel that if something is defeated once, the people DO NOT WANT IT. Hello!!!

AMEN!!! People in this state seem to do that often, a prop is defeated and then shows up again an election or two down the road, re-written so that it seems different but isn't. I do hope this fails and miserably. Not all families are as loving as the folks on say, the Cosby Show, and girls could be in a life-threatening situation that they don't need to be in.
