Do neutered cats ever get interested in female cats?

I know a weird question.
We have 2 cats, they are brother and sister and they are both "fixed". I know our female cat every now and again puts off a smell that I think would entice most male cats LOL
Anyways, I noticed that he is playing a lot rougher with her lately and climbing on her back. My husband swears that he isn't anywhere near the position he would need to be in and that a neutered cat won't be interested or able to "get it up" so to speak.
So, is my husband right and all this is in my head?

Crap LOL It may not be in my head... I was sort of hoping I was just imagining thing. Ack.
All of our animals have reproduction needs! Right now I am doing my best to keep our love birds from wanting to have more babies and that is a full time job.

LOL--Some male cats never get over the "urge" even if fixed. I had that exact same problem with one of my former cats Koniko. He was fixed but every once in awhile he would have the urge to "make out" especially with one of my female cats in particular.

I don't know why all of a sudden now he would be interested. They have always fought. They are brother and sister, so they have been with each other from the start. It is just recently he started this.
