System Restore is a component of Microsoft Windows which help you regain system files, programs etc, in case of a failure. It basically serves to provide you with a back-up.

restoring does not remove a virus because system restore takes snapshots of your computer system and saves them as restore points and maybe the time it took the snapshot there was a virus on the pc,so the virus will also be in the restore points. The only way to remove the virus is to disable system restore. Not only will it remove the virus but also free up disk space. After enabling it again make sure your system is clean before creating a restore point manually.

If you restore to the point where the program still not be installed, of course the program will be missing.
