If You Could Earmark Tax Dollars, What Government Programs Would Get Funded?

This is an interesting questions. I think that I would definately fund the military and perhaps Homeland Security. Perhaps the Dept of Commerce and Dept of State. I'm not sure most of the other departments really effect me. I guess if the programs got funded based on quality, we would have better quality and accountability. Right now it seems that there is no accountability or quality in government. I think it needs a hard turn taken on this subject.
