how to Clone a website

I have heard that you can clone a website at once, and i'm not sure how this is done, do i need a certain special software? or any method of doing it?. I want to bid on projects and most of them say you need to clone data on website so that the clone site would look like the original website
Can someone please explain this?

if you want to use the website's contents for study and no copyrights of the website, you can use software named Teleport.
but, if you plan to use it to mining data from original website and use it to gain profit from it, i agree with who above me,it sounds illegal and amoral.
