Marijuana use in college. Is it so bad?

I am currently a student at the University of New Hampshire. There is a lot of marijuana use up here. I recently has a friend get in a lot of trouble. He is a great student, but enjoys smoking. Do you think that the university should check the background, criminal and academic, of a student before they decide on what type of punishment to give him or her?
