Dynamic and Basic are not terms used for hard disc formatting, as far as I know.
The two types of PC format are FAT (16 & 32) and NTFS. There are pros and cons for both of them but NTFS enables one to address a larger partition size and is therefore more suitable for today's large hard disks. It is also said to be more robust than FAT. FAT is, however, the format of choice for solid state media.

I agree with ebattleon but the term is not really a description of the type of format of the disc.

NTFS is to support server side application while FAT is commonly used by low end users or client side application. NTFS (New Technology Filing System) is far superior to FAT (file allocation tables) or HPFS (high performance filing system). FAT 16\32 handle larger drives just fine but slower than NTFS or HPFS. The need to create NTFS did come from larger drive capacities, faster computer CPUs and larger server and client computer input\output needs. It's merely an allocation table that tells the computer where to search effectively for the digital data you are storing on the physical drive. NTFS is more accurate, faster and more stable.
