You can open an account even if you dont have a bank account yet. I choose PREMIER just in case I would think of selling something online. However, you still need to have a credit card or bank account in order to verify your paypal account. This way you can transfer your paypal money to your bank account.

If you didn't have any credit/debit card,don't worry you can open an a/c in paypal.Its better to open a personal a/c in paypal because with personal a/c you can withdraw your cash as cheque from paypal.You can also link your bank a/c with paypal a/c,by linking bank a/c with paypal a/c you can transfer the cash from paypal directly to bank a/c with a very less fees. I have opened a paypal account, but not verified it because I don't have a credit or debit card. So, you can also open an account with paypal without credit or debit card. Start with a personal account if you do less transaction, as there are limits on transactions in this account. Premier account has no limits, but you have to pay some fees for different transaction & don't think of business acccount for now. But before that also check whether you can withdraw the funds to your bank in your country. Otherwise, you will have to spend it direclty online for payment on sites like ebay, amazon & so on.
