howling dogs

why is it that people let there dogs out into there gardens shut the doors and just let them bark howl and whine for hours on end.its just another day for me with my neighbours they always do this.it drives me nuts.dont get me wrong i love dogs and have two of my own.but you can hear that they just dont want to be out in the cold and rain for as long as they are.the neighbours have already had 5 dogs taken away form them because of this,this year because someone in the next road complained to the rspca about it do they really want the last two taken away?

At first i was thinking it's not like they can control the dogs barking you know... then i read they toss them outside in the rain and cold... of course the dogs are going to be barking their heads off. Some people just shouldn't be responsible for another life.
