WTF is Cream of Tartar?

I have recently gotten into baking and came across a recipe that requires "cream of tartar." I almost bought some today, knowing I would eventually need it, yet, it is not a pressing matter;and at over $4 per bottle, forfeited it at the grocery store today. But then I wondered,"wtf IS cream of TARTAR?" Does anybody know? where does it come from? Does it have anything to do with the Tartans, the Tartars, martians? How is it made? And why is it sooo white? It's kind of a mystery to me. Kind of goes in that file along with "aspic;" another thing I haven't a clue about.

I am not exactly sure what it is either - just that it is expensive and white. I have to use it in the playdough recipe we make.
