Putting on a race.

Does anyone have experiance with putting on a bike race? I am in the middle of some logistics and am trying to get the course the way I want it, but I am about to step into the landmines of insurace and race promotion. I have a sort of open permission from the town to use the roads, but we will have to sort out traffic regulate. Basically all the legal mumbo jumbo. Has anyone put one on before? What were the biggest hurdles, and what helpful hints can you share?
