The old date of release of the new Harry Potter movie was 17th November, 2008, but due to some unforseen circumstances which I really don't know, now the new release date of the movie is 17th July, 2009.

It is said there will be two parts of the same book. Is it true?

The Deathly Hallows is going to be done in two parts. The Half-Blood Prince is only one.
And, yes, according to Rotten Tomatoes, it is supposed to be released on July 17, 09. I have heard a couple of different explanations for why. One had something to do with the success of the Dark Knight and Warner Bros. not wanting two blockbusters in one year, which sounded a little dumb to me.
The second (which makes more sense to me) was that it was supposed to be released the same day as Twilight and Warner Bros. wanted the box office all to themselves. Since both movies are basically geared to the same audience (teen fantasy fans), they pushed HP back to next summer to monopolize the audience. Also, it puts it back on the original schedule of a new movie every two years.
