I saw someone selling a VCC for verifying Paypal for $7 and a VCC for verifying eBay for $3. What is the difference between a VCC for Paypal and one for eBay? Can I buy a VCC for eBay and use it to verify my Paypal account?

Then you should do some research. It is not connected to Paypal in anyway so I do not think it would matter whether Paypal is supported in your country or not. You would not buy it for 100 dollars I bet. It is the same thing as a credit card but there is no card. You only have the information on the card like card number, security code, expiration date, etc.

You can use a VCC to verify your Paypal account in case you do not have a credit card or bank account or you have multiple Paypal accounts.

A virtual credit card used for various purposes online. The most popular way of using it is to verify Paypal and eBay accounts.
