It is very useful if you find the right trainer with the right methods. When I first started to train my lab, Nutmeg, 10 years ago, the trainer was big on the choke collar and I found that quite distressing.
Food and treats (positive reinforcement) seem to work very well. You teach them that doing something the way you want results positively for them, as opposed to a shock or choke or something they may want to act up against.
I find that stuff cruel, personally, too. Basic "do unto others as you would want done unto yourself" crap. If I sat in the wrong chair, I'd rather be rewarded when sitting in the correct chair than hit in the face with a newspaper.
Think about it. Do your research. Go to public parks and ask if anyone can recommend a good trainer in your area.

Make sure you go to the right trainer! I know lots of people that have spent large amounts of money on a obedience training and had no results. So ask around first! Talk to other dog owners you know (especially the ones with really well behaved dogs!) Often dog shelters and rescue organizations will have great recommendations for trainers too! You also may want to find a trainer that either has experience with or specializes in jack russels.
Jack Russel terriers are known for being very high energy dogs, and the behavior you describe sounds very typical of the breed. Knowing how to properly direct your dog's energy and set boundaries for your dog will make your life a lot easier, and will be beneficial to the well being of your dog!

I would consider it sure. We have a whippet/black lab mix. And she is a loving animal. But wow is she high strung. She gets very excited over the littlest thing. Then she becomes harder to contain.
