Is writing is an art or science?

Writing requires a special skill. Publishers are willing to accept good materials of writing as per their requirements to suit their marketing needs. The writers necesarily have to develope their skills. They have to develope their atrs in a scientific manner.So how we have to classify the writing - Art or Science?
