Can Adobe really do this?

I recently discovered after mylotting that Adobe After Effect can do effect like Time Freeze. I also found a tutorial on it, and it looks simple enough. (I thought it was like Hollywood difficulty or something) But can it do stuff like this in this video http://ytzmusic.blogspot.com/2008/08/home-made-kazoku-come-back-home-pv.html ? Such as time-freeze while panning. Notice the first scene, where the people freezes and there is some panning, but the trees are swaying! Hope to have some people with some Adobe experience (i have none..) share their views.

Watching it, and I could be wrong, it looks like the people in the video actually froze for the shot rather than doing a digital effect in post-production. It's a very cool technique, though. I'd love to learn it, but I don't use After Effects very often.

ya... agree... although everyone is freezing... when the singer start singing, you can see that the wind is blowing the girls skirts... in real 'freeze time' that won't happen...
