People exchanging referrals and didn't sign up?

Have you ever encountered people here in my lot exchanging referrals telling you to sign up under him under the PTC sites from his profile that you might be interested in? Then, realizing that he didn't signed up? Made up excuses that he was the one initiating the exchange and he should sign up first before you sign up? Well, I did. And I am so mad about it. For me it's a big time cheat. I have encountered several people who ask me to join under them provided that they will join under me but never had a problem like this. They are even foreigners. But this guy resides from my own country. I send him messages twice but never responded. But when I posted a negative comment in the thread, there he appeared again, trying to clear his name.
