Why does the value of dollar keep on changing?

This is something I have never really understood, it is very confusing, I was just saying to a friend the other day where are the Governments getting all this money from that they are using to bail companies out and such and i was told there isn't any real money, just figures on paper...so confusing fo a simple person like me.
