Manny Pacquiao or Oscar de la Hoya? Who do you think will win?

You have to consider the fact that Oscar has been comfortable around this weight division for much longer than Manny Pacquiao has. Manny is still faster, despite the added weight he had to put on to meet the weight requirement of the fight. Manny has been winning match after match and it isn't far fetched that he could win this matchup with Dela Hoya as well. If I have to guess, I'd say Manny would win either via a decision, or a knock out late in the match (around 10th round or so).
