1993 Honda Civic Hatch White - Birmingham,AL

Recently (October 2006) my 1993 Honda civic Hatch was taken from a private lot on Morris Avenue in Birmingham,AL. The Birmingham Parking Authority allowed someone to take the car from the lot even though I lived there and traveled extensively. A homeless man by the name of James even washed the car for the thieves after they had broken into the car once and stole its entire contents - even the garbage. However, the BTA claims no responsibility. Can anyone help me locate the car. The state DMV will not disclose the activity on my title either....
