my peaches wont grow!!!

Has anyone had a cat that would not grow?... well I do.. I went to the dog pound here and I was looking for a dog for my daughter, Well, the pound had these two baby.. 3 week old baby kittens.. and they said they would die before morning because they could not bottle feed them, I said well I will.. they sent them home with me, and I bottle fed them every two hours until they got on canned food. cream... got the flu from my mom.. and died.. this tore me apart, and a very horrible person was at my house at the time, and said.. oh well.. just another cat.. well to me she was not. but back on to peaches. she is now nearly 3 weeks old.. fat as a butterball.. but.. still about the size of a 8 week old kitten.. and she doesnt grow... shes.. or rather he.. but he just looks like a little girl.. lol... is very spunky.. runs and plays with the other animals.. climbs up and sits on my shoulder.. infact thats where he is right now.. WHAT AM I DOING WRONG... or is he just going to be miniture?
