UK Government plans to stop mortgage repossessions - will they work?

In the last couple of weeks and repeated in the Queens speech earlier this week, the UK Government announce that they are going to :
1) Put pressure on courts to delay repossession orders
2) Put pressure on banks to delay making the repossession application for 6 months
3) Allow mortgages to revert to interest only for 2 years and be apid by the benefit system
Will this work?
is this just PR to cover up the cracks in the government's economic policy?
Aren't the courts and the banks doing this anyway?
