Is this site legit?

Some people even have left the site because of the admin's behaviour, though they have been paid once or twice. They tell while chatting with the admin in shout box, the admin was behaving very rudely, and even insulted them as if he is paying them money for free. From yesterday, they stopped paying for Indian, Chinese and Indonesian members. so i don't have interest in this site. members will be instantly banned for silly reasons. for each post, they are paying 5 cents and 5 dollars is the minimum payout.
