How to Withdraw from Internet Payment Processors?

Yeah. Uhm. As the title so subtlety puts it, how do you withdraw your money from the vast number of payment processors from the web?
-I think you can withdraw money from paypal via your assigned bank (or via your card, maybe) right? But can you withdraw without being a verified member? I remember someone saying there's a $100-limit on Paypal for unverified members (is that right?). Does that mean you can spend/withdraw $100 when you're still on the unverified status? Can you withdraw via checks? Do you need to pay an amount for the transaction?
-I have heard the various ways to withdraw from AP, but is being a verified member a must before having the capacity to withdraw? If I asked for a $20 check from my unverified AP account (which, uh, has a $3 transaction fee, IIRC), will they withhold that if they see that my account is not verified or do they have a limit like paypal?
-How do you withdraw from moneybookers, LR, e-gold, uh... PerfectMoney? Etc? Do they provide the withdraw-to-bank-account of Paypal and AP? Do they have the check viability like AP? What are the fees one needs to pay to get one's money?
All these questions are coming from someone outside the US, by the way. I'm not from Canada or any Western Country either, so essentially, the questions fall under the "international member transaction" category.
Does anyone have an idea? I would really appreciate any clarification on the matter. Thank you for your time!

Hi! I'm from the Philippines - just in case that information helps you relate to my experience. Withdrawing form Paypal - you need to have a verified account first. Then you can specify which bank account you'd want the transfer to occur. For transferring funds, in our case, minimum is Php7,000 for free-transfers. Anything less than that means we have to pay for the transaction fees and such :)
