How to verify pay pal / myLot

I have an account here on pay pal. Opened it last year and i got first money in it this tuesday. A friend told me that i need t pay them 1.99$ to get it verified or i wont get second payment in it. Is it true and if yes how can i do it. I didnt see any link which says you need to pay to verify it.

no you dont need pay them...$1,95 take it from your credit card for make sure that card is your's and that add in to your pay pal account so you not pay it
