I'm a great fan of Arthurian Legend, so I would have to say King Arthur was perhaps the greatest well-known king ever, but I was also fond of Uther. So, we'll have to pick the nits between the two, I think!
Go with Arthur merely because he was such a popular legend and he was a reasonably good man. It was his wife who was the problem. lol.
