PTC is it worth the effort?

I have seen 100s of ppl trying to make money via discussions, blogging, PTC sites and doing other things on net. my question to all of us is A) Did any of you made any substantial amount of money ? B) is all the effort in clicking PTC worth the money u get from them? c) Do u always get what ur promised by various sites? D) is there any govt agency which u can report cheaters to so they can force them to pay?
