Typhoon Ulysses turned down a boat and killed 20 people

The typhoon named Ulysses is in the Philippine area of responsibility. It is traveling in the direction of west, northwest, 9 kph. A lot of waves in the sea and rain showers are expected to happen around the country. It's sad to hear from the news that a boat in Cagayan turned upside down and killed 20 people. I hope this is the last typhoon this year.

it is unfortunate that another ferry capsized and killed many of its passengers. typhoons are common to visit the philippines. i think the incident should be investigated if there are authorities or people who should be accountable for the deaths of the passengers. people can't simply play and take for granted lives of people who take the risk of traveling in ferries.
