Employee survey

So my organization is going through this process. We're outsourcing IT and people are either being retained, released or rebadged (get offer from new company, become their employee). And right in the middle of this, the annual employee survey comes out. And then a week or so later, the memo comes out "not enough people responding to employee survey". Well duh. People don't give a sh** or at least some of them don't. Sometimes I really wonder about management.
