why has indian government awaken now after so many earlier attacks???

this is a thing which i find very hard to understand india has had several terror attacks this year but why has it taken the government to react so late to it is this because the people who suffered at the hand of these terrorists were the common man but this time they targeted the high profile people living in taj and the oberoi this is clearly unacceptable to me had they active the time first attack took place so many lifes could have been saved. anyways better late then never.

i am thinking how it is possible that sucha a big plan was made and our invesgators were sleeping and not inquiring or being ready for it.they should have known that such terrorist activity is going to take place soon.
but they were not able to trace it...why? They should have kept an eye in the mobile talkings etc for further security but they didnt.
india wants a war but we dont want any..again our poor soldiers will be the victims and many lives will be fighting who were once our own countrymen.
