i want to know that can we give the reffral link also of any another site on which we are working

I just created a short link now.
On seeing your post I went to the site and created a shortlink for my referral link of another site. We don't need to be member of that site to create short links.
However, if we want to earn through the site, we have to become member there.
I also tested my shortlink. It worked fine.
