Need help with understanding laws.

I have a family member who was held in juvenile custody, but charged and sentenced as an adult. Now the state is requiring the parent's to pay for his time in custody. If he is charged as an adult and sentenced; doesn't that mean that his time in custody is his responsibility, regardless of where they held him? If he was charged as a juvenile, then the state and courts have a right to fine the parents' for the cost of maintaining his care while in custody. I don't think that the state or courts should have it both ways. They get money for his time in custody from the parents' and get paid (through our taxes)for housing a juvenile as an adult, which is more costly. Would like to know if this is right, lawful and sensible. Thanks, gangus2
