yes you can call from a PC which has internet and a headphone to any mobile or landline there is a technology called VOIP(Voice over internet Protocal), which you can call to a landline or a mobile phone. just open the website "icall.com" and download a software it will be 5 MB create a account and call to USA canada for free.
i am working on a project related to this technology if i am sucess the whole world can call to any phone in the world for free. i am sure it will work

I am sorry to say kishore in india at present we don't have any such kind of programs. You can go for skype if you want to make cheap calls the price will me very low when compared to the regular mobile and landline networks.

I've heard of a program called Skype and my boyfriend actually called me even through his PSP (Playstation Portable). I found that pretty interesting.
