If you are baking a simple cake, you don't need both baking soda and baking powder. If you use all purpose flour, you need baking powder and salt. You will also need milk, sugar, and in some cakes, you need shortening, not butter, or perhaps a combination of both.
If you use self-rising flour, you would forgo the the baking powder and salt. AND if you are using buttermilk in a recipe, it will call for soda instead of baking powder.
You need to find you a simple recipe online. Allrecipes.com has some good ones. Here is a yellow cake recipe from scratch. http://allrecipes.com/Recipe/Yellow-Cake-Made-from-Scratch/Detail.aspx

Usually a simple yellow cake needs 2 or 3 eggs, a cup or 2 of flour, baking powder, usually 1 or 2 teaspoons. It depends, too, on the altitude where you live; I live in a high altitude area, so you would use either more or less baking powder. It's a good idea to have a teaspoon or two of vanilla or some other flavoring, too. You cream the eggs with the butter first, then slowly fold in the flour and baking powder mixture; flour and oil your pans, whichever ones you want to use, and preheat the oven. Again, temperature of the oven will depend on your altitude. Where I live its about 350. The cake will be done when you either stick a butter knife or toothpick in the center and it comes out clean. Good luck!
