the only software i would recommend you is Dreamweaver its the website building software. you can find it easily in torrent sites for downloading, the latest version in the market is Dreamweaver-8 .....

You can just use Blogspot or Wordpress or even Joomla template. Those are pretty straightforward but they are more like platforms than tools. If you really want to get tools, then just go for Eclipse but you will need to know HTML and coding. For free web site creation tool, I'm afraid all of them will require you to know HTML. The easiest I can think of is Microsoft Word. That's all. The rest, you will need either coding, or you will need to pay.
