Would you accept or decline?

I used to use Simplerefs to get referrals for GPT sites but since I know longer use any except mylot, I have put all the points toward getting referrals. However, none of the referrals ever stay active here. They sign up and a few of them stay active for the first day but do not do anything else afterward. One referral didn't even sign up using my referral link. So would you accept or decline their requests for credits? If I accept, I would be spending 70 credits on an inactive referral but if I decline, the sign up is still available to another referral.
