Do you find broken down neon lights/letters/logos in your city?

It is a shame on main streets we often see neon lights/letter/logos broken down in your city? Who is to maintain the lights, the company? and who is to supervise, the municipal institution? It is annoying especially during the festivals. And we do not know whom to report to?
Who is caring about it and How are such things avoided, if possible, in your city?
