about allergic of skin

My younger sister told me that she was allergic because having a bath with very hot water. (the weather is too cold and she just having a bath per two days.)And she said she felt the body was ache and itch and had some red rash.I thought that because her skin was too dry. And then i told her to use the body milk after having a bath.What do you think of this idea?Is it useful?
