If you want somebody to help you ,you must help him first,right?

I seldom meet with my cousins. But I see him on QQ everyday.We nearly never talk with each other. Because I am very passive,maybe he is too.One month ago,He took the initiative and greeted with me on QQ.Because he wanted to buy a pair of shoes for his girlfriend'gift and need my help.He wanted buy them from the netshop as it was cheaper than in the special counter of the city he lived in.( he did not know how to buy them from the netshop,so he needed someone to help him.)But i refused him with gentle words. Because I am not good at buying the shoes, (the style of shoes he wanted to let me to decide.)I told my younger sister and let her to do it.My younger told me that not to help him for he would not return the money of the shoes to me. Later,i need somebody's ID card to hold a sales account for the netshop.I asked my cousins for help and gave him some money as the expense of opening a account. He said he would help me quickly and not need my money. But i waited it for more than 15 days.He has not helped me either till now.In fact,it is easy to open a account.Only need to scan his ID card and upload on the computer and then send it to me.His band card has already tied the online bank what he had told me,and he not to need to go to the bank to handle it.And i don't need his bank card even the password of the card.I just need him to inquire the first amount is as the evidence of verifying the account.All about these i had let him know.Did he refuse to help me as retaliating against?I realize that if you want somebody to help you,you must help him first from this matter.What about your idea?
