What Kind Of People Do We Have In The Justice System?

Today, as I read the follow up news of a missing 15 year old girl who has run away with a 49 year old boyfriend whom she has met on the internet. It is now discovered that this man is in fact an alleged rapist on bail of a rape he had committed on a 16 year old runaway last December.
I find this ghastly unbelievable on how this feigned could be let out on the streets and now possibly claiming another victim. How could he be on bail? Why take the trouble to appoint such controversial judge when we can just appoint some moral school drop out. This is really ridiculous.
Is the system so fallible now? Can we be assured that our young children can ever be safe? I don't think so, not when we have such a weak justice system.
