What size traffic exchange is best?

At what size should an exchange start to show how many members it has on the Home Page? If it admits to only a handful when there are so many to choose from now, will new members bother to join? It is all very well being one of the big guns with resources to throw into a launch and a huge list to get involved already but what about a small site. When it reaches 200, 500, 1,000 members will people realise that it has potential? Are the exchanges with 35,000 or 40,000 members too big to get your site shown to anybody that might be interested. What is your opinion?

What is traffic exchange exactly? I have created a new blog but don't know how to increase traffic. I have submitted url to different search engines but is there anything else to do? thanks

Oh, I actually wrote this comment before the other above. Makes it sound like I love me now. Not what I meant at all. Through support tickets at exchanges I have chatted to several other owners and they are very helpful people.
