How would you clean up Pasig river?

I can't help it but get really annoyed and disappointed whenever I see the situation of the once famous pasig river. It has been decades now and every government that is in power promises to clean in it up. If you had it your way what would you do to finally clean it up?

Aside from starting upstream, there should be ordinaces to regulate the cleanliness of the area. Consistency is they key ... even if we get to clean it up, we must maintain or our efoorts will be put to waste
