PTC Sites, What's The Hype?

OK, I keep seeing discussions about "good and great" PTC sites. 1st what does the PTC stand for anyway and why is it I have list's and list's of sites to go on for writing but they all are so confusing! Making money with them is not like writing for a fee and getting paid! Where are these sites that you get good pay from, who can tell me this?
